Brian Regan is a seasoned communications and technology attorney with more than 10 years of experience working within government and the private sector.
Brian is currently the Senior Director for legal, policy, and strategy at Starry, Inc. In this role, Brian develops and executes Starry’s spectrum strategy in the U.S. and abroad, and leads policy development on a variety of issues, including privacy, security, and competition.
Prior to joining Starry, Brian held several senior positions at the Federal Communications Commission, including Associate Bureau Chief and Chief of Staff in the Wireless Bureau.
During his tenure at the FCC, Brian managed the Wireless Bureau’s spectrum policy portfolio and helped lead the FCC’s spectrum engagement with the National Telecommunications and Information Administration (NTIA) and other federal agencies.
Brian played a significant role in several major spectrum policy initiatives, including AWS3, AWS-4, 3.5 GHz Citizens Broadband Radio Service, and Spectrum Frontiers (5G). Prior to joining the FCC, Brian was the Director of Government Affairs for the Wireless Infrastructure Association. Brian is a graduate of the University of Delaware and the Columbus School of Law at The Catholic University of America, where he earned his J.D. and certificate in communications law.
